We kindly invite you to the 5th KAEPP seminar "VFO and agriculture: how and why is the Common Agricultural Policy changing after 2028?", which will take place on Thursday, December 18, 2025, from 1:30 p.m. to 3:30 p.m. The seminar will be held in a hybrid format, in lecture hall A6 (Department of Agronomy, UL BF) and at this link.
On July 16, 2025, the European Commission proposed a new Multiannual Financial Framework (MFF – multiannual budget framework plan), which brings numerous changes, including in the area of the Common Agricultural Policy (CAP). At the national level, this will now be part of the National and Regional Partnership Plan (NRPP), which will combine the planning and implementation of most traditional EU policies, particularly cohesion and CAP, which are implemented at the national level. The CAP in the narrower sense, which combines broader income-oriented measures, will be set out in a separate chapter, for which funds will be allocated at EU and Member State level. Rural development will be subject to the general priorities of the country and the environmental orientation of the entire policy framework will be maintained. The financial framework of the proposed EU budget is ambitious; new priorities such as security are emerging, while a reduction in funding for traditional policies is expected.
At the seminar, we will present the VFO proposals, the main dilemmas from the perspective of agriculture, the expected outcomes, and the reasons for such radical changes to the institutional framework of the CAP.
