Abstract

The Forest Act, adopted in 1993, is the fundamental legislation in the Republic of Slovenia governing the protection, silviculture, exploitation, and management of forests, ensuring sustainable, close-to-nature, and multifunctional forest management in accordance with the principles of environmental protection and the conservation of natural values. The Act aims to maintain the long-term and optimal functioning of forests as ecosystems and to support the fulfilment of their various functions. Despite several amendments and additions over the years (in 1999, 2002, 2006, 2007, 2010, 2013, 2014, 2015, 2016, and 2023), the Act needs to be amended. The need arises primarily due to: a) the growing influence of international commitments to ensure sustainable forest management, b) the increased number of (non-)binding documents at European Union level, reflecting the recognition of the importance of forests for achieving climate and environmental policy goals, c) pressures from other sectoral policies that affect forests and forestry, and d) changing social values among both forest owners and society. The project addresses these challenges through the objectives set for the research project. The objectives are following: a) to analyse forest management systems in selected/comparable European Union countries with an emphasis on forest exploitation; b) to prepare various alternatives for possible changes to the current legislation, with an emphasis on forest exploitation; c) to establish a Forest dialogue involving key actors in the forest-wood value chain and d) to prepare proposals for measures to ensure the efficiency and effectiveness of institutional and regulatory solutions for sustainable forest exploitation in Slovenia.
